I have another picture from this same photographer using the same prop. I believe they were taken at different times only because the photographer’s imprint is slightly different between the two. Here’s a close-up of the imprint from the other photo. See how the font for the address, both street and city/state are different?
I wonder if it’s the same girl, first as an infant, then as a toddler, as they really look similar.

As noted in the first post for this photographer, it is probably George Palmer, born about 1837 in England.1 He is listed in both the 1880 and 1900 censuses living in Buffalo, New York with the occupation of a photographer.2
